The effect of changes in private health insurance status on health care expenditure

This study examines the effect of the changes in the status of private health insurances(PHI) on health care utilization in Korea. Using the 2008 and 2009 Korea Health Panel (KHP) data with 6,721 households, this study applied the two-part model to investigate the relationship between the PHI status and the probability of health care utilization and the amount of health care expenditure, controling for household`s demographic characteristics, socioeconomic status, and health conditions. Study results show that the additional purchase of PHI increases the probability of outpatient and inpatient care use as well as outpatient care expenditure. But there was no impact of the change in PHI status on the level of inpatient care expenditure. The add-on PHIs seem to affect outpatient care expenditure because of a higher elasticity of demand for outpatient than for inpatient care.
